David Mender

General Counsel

David is a corporate and commercial lawyer with deep experience advising architecture and engineering firms through growth, transformation, and integration. At Bluwatr, he leads M&A activity steering deals from letters of intent through diligence, negotiation, and close. Beyond transactions, David works closely with Bluwatr’s portfolio companies to manage both day-to-day legal needs and growth opportunities, ensuring seamless integration of acquired firms into the Bluwatr ecosystem.

Before joining Bluwatr, David served as the Global Legal Director for Architecture & Urbanism at Arcadis, where he oversaw legal, compliance, and privacy workstreams through global reorganizations, divestments, and strategic integrations. He was previously Associate General Counsel at IBI Group, advising on everything from M&A and contract negotiation to employment and intellectual property for a 3,500-person design and technology firm. Before moving in-house, David was an Associate at Blake, Cassels & Graydon LLP, where he served as a corporate lawyer on a variety of corporate, commercial and infrastructure transactions.

Known for blending legal rigour with operational agility, David has championed the use of technology and AI to streamline legal processes. He holds a law degree from Dalhousie University Schulich School of Law, a commerce degree from Carleton University, and has been a member of the Law Society of Ontario since 2014.
