As the VP of Finance at Bluwatr, Joka oversees financial strategy, reporting, and performance across the firm and its portfolio companies. He plays a central role in guiding portfolio companies’ accounting teams, optimizing financial reporting frameworks, and developing strategies that drive growth and improve profitability. With a focus on actionable insights and long-term value creation, Joka ensures that finance functions as a strategic partner across the investment lifecycle.

Before joining Bluwatr, Joka held senior leadership roles at HKS and CallisonRTKL (now Arcadis), leading financial operations across multiple practices covering institutional and developer-driven work. Over his career, he has managed acquisitions, complex divestments, improved regional P&L performance, set up outsourcing teams and implemented data-driven frameworks that support execution, risk management, and growth.

Joka has a deep appreciation for the design industry and the built environment, and values the long-term social and economic impact of thoughtful architecture and development. He enjoys partnering with creative and technical teams to align financial strategy with design excellence—supporting work that shapes communities and enhances quality of life.

He holds an MBA in Corporate Finance from the University of Oklahoma and a BS in Business Administration from the Louisiana Scholars’ College at Northwestern State University. He brings over 15 years of experience in finance, operations, and business strategy, and is passionate about helping organizations scale efficiently while aligning financial performance with strategic goals.
